Overview:
The objective is to limit or reduce national greenhouse gas emission by 5 % in the period 2008-2012, compared to the level of emission in 1990 as the base year emission. This objective is to be achieved through implementation of cost-effective measures, possibly without significant international acquisition of emission reduction rights.Strategy is related to measures wich Croatia has to undertake in order to reduce its greenhouse gas emissions. In the long term, after 2012, greenhouse gas emission reduction shall be aligned with joint EU efforts, and in this context Croatia's recognised specific circumstances need to be taken into account, considering its starting position and the capacity of its economy to achieve the economic average of the EU.
Background and rationale:
Further research and development programmes in the Climate Change field shall be promoted. The State shall encourage transfer and utilization of new technologies, optional technical measures, pilot-projects and researches in adaptation to impacts of climate change.

Ministry of Environmental Protection, Physical Planning and Construction is competent authority and Focal point to the UNFCCC. It has the role of co-ordinator and facilitator between other Governmental bodies, agencies and institutions. The scientific and technological issues are under the competence of the Ministry of Science, Education and Sport.
