National Program to Mitigate Drought Impacts and Combat Desertification (NAP)-thematic area CLIMATE

Title of the programme/strategy:
Nacionalni program ublažavanja posljedica suša i suzbijanja oštećenja zemljišta (NAP) – Tematsko područje KLIMA

Overview:
The program has been carried out in the framework of the United Nations Convention to combat desertification in Countries experiencing serious drought and/or desertification, particularly in Africa – UNCCD – www.unccd.int). NAP has been adopted by the Croatian Parliament in 2000. Ministry of Environmental Protection, Physical Planning and Construction (MZOPUG) is in charge of NAP implementation. Working teams leaders have defined and adjusted a common content of each expert background as a basis for a final NAP report: present conditions, stress on land and environment ,present politics to ,identify problem ,priority problems, aims and measures Scientific and professional institutions and individuals are involved in construction of NAP in five thematic areas: - climate - soil - water - agriculture - forestry

Background and rationale:
Meteorological and Hydrological Service of Croatia participates in NAP with contribution of 12 scientists and professionals in the framework of section CLIMATE, that contains two units: 1. Comparison of two climate periods: referent 1961-1990 and recent 1971-2000, and analysis of 2003 as exceptional dry year. The analysis has been performed for relevant meteorological parameters for identification of desertification and drought. The analysis contains spatial distributions and annual courses of meteorological parameters (air and soil temperature, precipitation amounts, relative air humidity, cloudiness, and insolation), drought indices (Lang rainy factor, De Marton index, dryness index P/PET), temperature thresholds, maximum short-term precipitation amounts, and climate classification according to Thornthwaite. 2. Climate variations in the period 1901-2004. The investigation includes: trend analysis in air temperatur, precipitation amounts, precipitation deficit and temperature thresholds, frequency of warm and cold as well as dry and rainy periods, connection of temperature and precipitation climate anomalies with macro-circulation parameters, climate change scenarios for Croatia (analysis of EH5OM global model – version 5, dynamic downscaling of climate variables by means of regional climate model RegCM – version 3 for two seasons: summer and winter).
