Overview:
The program is approved by the Government decision (#304 from 17.03.2007) and represents a framework for various activities, including scientific ones.
The main goal is to assure national ecological security through diminution of ecological risks, prevention of negative impact for environment and health, improvement of legislative base and institutional system. In order to achieve this goal it is stipulated to:
- harmonize legislation, inclusively national standards, with EU Directives and international agreements in which the Republic of Moldova is part;
- prepare and implement measure for short and long time in order to conserve and improve the environment quality;
- develop the monitoring system of quality of environment components and forecasting;
- increase the efficiency of the control and authorize system in using natural resources;
- inform better the public;
- extend international collaboration on ecological security;
- integrate ecological requires in the branch strategies.
Background and rationale:
The program was conditioned by necessity to:
- prevent and reduce the degradation of the natural resources;
- maintain the quality of the environment;
- create an efficient system for monitoring, prevent and compensation of damages caused by natural disasters and techno accidents;
- adjust national legislation on environment protection and sustainable utilization of natural resources to EU acts;
- collaborate successful within “Environment and security” Initiative (ENVSEC), launched by OSCE, UNEP, UNDP and NATO (Moldova joined in 2005).
The scientific support for implementation of this program is provided by the Academy of Sciences of Moldova (ASM). In this context, ASM has approved an Action Plan that stipulates the activities of research institutes in order to contribute to realization of the program, including ones related to climate change.

The program has a section “Strategies, programs, plans” which stipulates elaboration of specific documents for different elements of environment protection. For example, it is specified the elaboration (till 2010) and implementation of the national program on utilization renewable resources of energy.

Due to a broad covering of the program the research dimension includes various investigations in biology, chemistry, geography (GIS) and other fields. For example, Academy of Sciences of Moldova has to provide scientific support on foundation of 2 Botanical gardens (Cahul and Balti), 1 National park (Orhei), and elaboration of National informational system on biodiversity conservation.

Overall implementation structure of the programme/strategy:
In the program are delimited activities on elaboration juridical acts and practical and scientific activities. For each activity are indicated authorities which are responsible for implementation. They have to detail further its activities.
Management structure:
The responsible for the implementation of the program is the Ministry of Ecology and Natural Resources (MENR). Each authority responsible for the tasks has to present to MENR, till 25 September of each year, the information about implementation of the program. In the base of this information, MENR will provide to Government, till 30 November of each year, a report.
Selection of projects:
There are not special calls for projects under this program. Research institutions from the Academy of Sciences of Moldova carry out investigations related to tasks of the program within its institutional projects.

Some elements of the program are implemented with co-financing. For example,
Stockholm Convention on Persistent Organic Pollutants (POPs) are implemented in Moldova with support of international donor organizations: Global Environment Facility (GEF), Canadian International Development Agency (CIDA), Strategic Approach to International Chemicals Management Fund (SAICM)

In the program there are provided any indicators for program evaluation, but some specific projects raised from this program contains such instruments
Results:
Publications, conferences, methods for neutralization of pollutants, patents. For example, within the program in 2008 were submitted 4 applications of patents in field of renewable energy.
