The Strategy was adopted by Governmental Decision no. 1155, 20th October 2004 and represents a framework for various activities, including scientific ones.
The objective of this Strategy is to reduce the impact of POP on the environment
and public health.
This objective will be achieved by estimating in Moldova the state of POP impact on the environment and health, orienting the state policy towards controlling, reducing and eliminating the releases, emissions and residues of POP, and complying with obligations under the Declaration of the United Nation Conference on Environment and Development (Rio de Janeiro, June, 1992), Stockholm Convention on POP (Stockholm, 23rd May 2001), Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal (Basel 22nd March 1989), Rotterdam Convention on the Prior Informed Consent Procedure for certain hazar-dous Chemicals and Pesticides in international trade (Rotterdam, 10th September 1998) and Aarhus Protocol on POP (Denmark, 24th June 1998).
Within this Strategy was adopted the National Implementation Plan for the Stockholm Convention on Persistent Organic Pollutants for 2004-2010
Its main goal is to provide the framework and management options and measures in order to meet the obligations taken by Moldova by joining the Stockholm Convention and to reach the national objectives and priorities regarding the POPs.
Background and rationale:
The POPs problem is considered one of the most stringent environmental problems in Moldova, because of the lack of adequate infrastructure to collect and store these chemicals and of a proper management of household and hazardous wastes. The National Implementation Plan stipulates performing of research-development activities in dependence of real needs in the POP field.

The National Implementation Plan is performing through projects, completed (”Enabling Activities related to the implementation of the Stockholm Convention in the Republic of Moldova”, Grant for Preparation of Sustainable Persistent Organic Pollutants (POPs) Stockpiles Management Project, Moldova National Chemicals Management Case Study) and ongoing (POPs Stockpiles Management and Destruction Project, Canadian Grant for the Remediation of POP Pesticides Polluted Areas and Clean-Up of PCB Contaminated Oil in Power Equipment, SAICM Project)

National Coordinating Committee (NCC), created by Ministry of Ecology and Natural Resources (MENR), is respon¬sible for designing the national policy on promoting the implementation of the Stockholm Convention, National Strategy on POP reduction and elimination, and National Plan for the implementation of the Stockholm Convention, operational management and control the accomplishment of the project implemented by the project management team on POPs and other chemicals.
The Project Management Team on sustainable management of POPs has been created as an office inside the MENR, in order to facilitate the accom¬plishment of National Implementation Plan of the Stockholm Convention on persis¬tent organic pollutants (POP).
There are also National Focal Points on implementation of POPs Conventions (the Stockholm Convention, Basel Convention, Rotterdam Convention and Aarhus Protocol requirements) ratified by Moldova.
POPs Sustainable Management PMT has an administrative and financial autonomy, has disbursement and special accounts (in national and foreign currency) in banks, uses its own stamp with the state coat of arms of the Republic of Moldova and the personal tax code.
POPs Sustainable Management PMT is carrying out the management or coordi¬nation of efficient implementation in Moldova of the projects for promoting the National Strategy for Reduction and elimination of POP and implementing the National Implementation Plan of Stockholm Convention.
