Overview:
This is a state program in the research-development field. Such programs are proposed by Academy of Sciences of Moldova (ASM) and are included in the four-year agreements between ASM and Government. The main goal is the development of sustainable economy through diminishing the dependence from external sources of energy and improving the environment. The main aims of the program are: - Development of the technologies and tools for producing the renewable fluid fuel from agricultural sources - Adaptation of the internal combustion engines for efficient utilization of bio-fuels It is estimated that integral implementation of the program would bring in economy a net profit of more than 200 million Euro by replacing the petrol A-95 and A-92 with a mixture from 20% of ethanol and 80% petrol A-80, and by replacing Diesel oil with methylic ester.

Background and rationale:
The state programs are the main mode to promote state policy in the research-development field. This program correspond to following strategic priority in science and innovation field: „Energetic security and efficiency growth of the energetic complex” (in total there are six national priorities) The program was conditioned by necessities to reduce the dependence form external sources of energy and to improve the environment.

The research projects are focused on development of technologies and tools for obtaining bio-fuels from sorghum and from agricultural waste, for adaptation of the internal combustion engines for its exploitation and development of framework for production and commercialization of fluid bio-fuels.

Management structure:
The program is coordinated by Academy of Sciences of Moldova. There are scientific coordinator of entire program and scientific coordinators for each research project. They present to Academy periodically reports about execution of the program.

The calls for participation are announced annually. Selection criteria are: -scientific level of proposals; -research objectives; -applicability of proposed results; -competence of team members and presence of young researchers; -available equipment of the research organization; -the management of projects; -economic and social impact.
