The Action Plan contains a list of activities, performance indicators, values of performance indicators for 2004 and 2008, delivery dates and responsible organizations. The Action Plan contains the following sections: I. Implementation of policies and measures, aimed at emissions' reduction and increase of greenhouse gases absorption (articles 2, 10 of Kyoto protocol) II. Creation and support to the national assessment system of anthropogenic emissions from sources and absorption by greenhouse gases’ absorbents, annual presentation of the cadastre protocol to the supervising Russian and Kyoto bodies (articles 5 and 7 or Kyoto Protocol) III. Background and rationale:
Ratification of Kyoto protocol by the RF allowed it to become effective since 16 February 2005. Russian emissions are lower than the allowed max levels and their increase is not high enough to question Russia meeting its obligations on emissions. In 2005 greenhouse gases emissions in Russia amounted to 2289 mln tons of СО2 equivalent or 71,3% from the 1990 level. These values were calculated with great precision and recently were reconfirmed by the UN (Report of the review of the initial report of the Russian Federation FCCC/IRR/2007/RUS, 18 February 2008. www.unfccc.int).

Budget, international mechanisms (JI projects, emissions trading, etc.). A very important, albeit not obligatory, aspect is creation of the national system for review and approval of Joint Implementation (JI) projects of Kyoto protocol. In the beginning of 2008 Russia adjusted the regulatory acts for JI projects, and the Ministry of Economic Development started accepting applications for official approval of projects as of 10 March. The UNFCCC already received 138 JI projects, of which 77 are Russian projects (http://ji.unfccc.int/JI_Projects/Verification/PDD/index.html). Russian projects are spread in 43 Russia’s regions, emission reduction in 2008 – 2012 will be about 170 mln tons of СО2 equivalent and the total volume of attracted “climate funding” is up to 1 bln euro. The Ministry for Economic Development received project applications. The review and approval process may be monitored through Internet (http://www.economy.gov.ru/wps/wcm/myconnect/economylib/mert/welcome/economy/kiorealize/projectsinfo/). As of May 2008 10 applications were received. The list of projects is placed at the Ministry’s web-site.

In 2005 the Ministry for Economic Development of Russia received applications from enterprises and companies (RAO UES of the RF, the World bank, Russian carbon fund, etc.) for implementation of over 30 projects to be funded by the Governments of Denmark, Austria, EU private sector organizations, which will assure additional carbon funding in the amount of USD240 mln. The German Energy Agency prepared the proposal for implementation of 10 JI projects in various sectors of the Russian economy.

Assessment Report on Climate Change and its Consequences in Russian Federation, 2008 (Prepared by the Russian Federal Service of Hydrometeorology and Environmental Monitoring - Roshydromet). The Assessment Report consists of two volumes. The first volume is devoted to the physical basis of anthropogenic change of global and regional climates. Its main foci are the observed climate change for the 20th century and projected climate change for the 21st century in the Russian Federation (surface air temperature, precipitation, runoff, snow cover and sea ice cover, permafrost, and sea level). In order to support proper planning and implementation of national climate policy, Roshydromet together with other concerned agencies of the Russian Federation intends to publish, on a regular basis, national assessment reports on climate change, its consequences, and the potential for adaptation to climate change. Results:
The energy-output ratio of GDP (СО2 emissions from fuel firing per GDP unit) from 2001 to 2007 decreased by 25%. Further on it is expected that this positive tendency shall continue. By 2012 the energy-output ratio of GDP is expected to amount 60% of the 2001 level. The Russian Committee on Hydrometeorology and Environmental Monitoring created the “National System for Assessment of Emissions and Greenhouse gases Absorption. Russia regularly submits reports on greenhouse gases emissions to UNFCCC. The Ministry of Natural Resources and Environment of the RF keeps the registry of “Kyoto protocol units”, which was successfully tested for compatibility with the UN international registry and is ready to service the Kyoto protocol activity. Furthermore, each party of Kyoto protocol should calculate and substantiate its allowed emission values. In 2007 Russia presented the special report on Kyoto protocol implementation, and in February 2008 successfully substantiated all emissions’ values and figures (Report of the review of the initial report of the Russian Federation FCCC/IRR/2007/RUS, 18 February 2008. www.unfccc.int).Thus, Russia successfully completed all preparatory stages before the full enactment of Kyoto protocol (2008 – 2012). In the beginning of 2008 over 35 Russia’s regions reported the measures on implementation of Kyoto protocol. For instance, the Comprehensive Plan on Implementation of Kyoto Protocol was developed in Buryatia Republic. In Kemerovo Oblast an interagency commission on implementation of Kyoto Protocol was created. Policy and measures, aimed at reduction of greenhouse gases emissions are implemented in Chuvashia Republic, Ingushetia Republic, Kabardino-Balkaria Republic, Nenetsk autonomous region, Astrakhan oblast, Smolensk oblast, Kurgan oblast and other Russia’s regions. Heads of Russia’s regions support the creation of favorable environment for attraction of investments though the Kyoto Protocol mechanisms. RAO Unified Energy System of the RF undertook complete inventory of greenhouse gases’ emissions at its enterprises since 1990. The specific feature of Russia is large number of projects on elimination of methane leaks in gas-distributing networks. Another category of relatively inexpensive projects is decrease of industrial HFCs and other gases’ emissions. In 2008 the World Bank obtained Japanese Government funding and launched a “Project for Development of Carbon Finance” in Russia, aimed at combining project approach with classic emissions trading.
