The program is aimed at transition of the Russian economy to energy-saving development path, reliable provision of energy resources to industries, decrease of production costs in energy sector, preserving and widening of fulel&energy complex’ export potential.
The program is aimed at decreasing of energy-output ratio of GDP on the basis of energy-saving policies in Russia’s industries, as well as reliable provision for economy’s demand for energy-efficient fuel&energy resources, at the same time assuring minimum charges for end users.
Background and rationale:
The federal target program “Energy-efficient economy” is deemed to become one of the key mechanisms for implementation of Russia’s Energy Strategy.
Compared to 1990, the energy/output ratio of the Russian economy grew by 22% and in 2002 was 3–3,5 time higher than in developed countries of Europe and North America.
Raising the efficiency of fuel&energy resources and creation of conditions for country’s transition to energy efficient development path were declared as highest priorities of Russia’s Energy Policy for the long-term perspective.
The weakest spot in energy efficiency has been the housing and public utilities sector. Therefore, the Program pays special attention to tackling this issue.

The indicators of the year 2005 are set as baseline in the new revised version of the target program (2007-2010).
By the year 2005 it was planned to lower the energy/output ratio of Russia’s GDP by 13,4%, and by the year 2010 by 26%. It is also planned that by the year 2010 the technical re-equipment in the oil sector should reach up to 50%, and in oil treatment sector – up to 70%, in gas sector - up to 40%, in coal sector – up to 30% and in electrical energy industry – up to 30%.
Results:
Implementation of the program should allow to overcome negative development tendencies of the fuel&energy sector: achieve the necessary levels of extraction and production of fuel&energy resources, transition of the country’s economy to energy-saving development path, assuring safe operation of nuclear power stations, lowering the GDP energy/output ratio, re-equipment, reduction of emissions to atmosphere, preserving and widening of expert potential, creation of jobs.
The most important results of program’s implementation is its contribution to modernization of housing and utilities infrastructure through modern energy-saving equipment, as well as development of national technological basis and support to innovation activity.
As a result of program’s activity the following changes took place in the fuel&energy sector:
The extraction volume of oil, gas, coking coal, energy production at hydro-electric power stations, volume of primary treatment of oil and production of highly scarce oil products increased, as compared to what had been planned.
The system of oil pipelines was created and has been widened; it provides for transportation of oil for export in the North-west direction with consideration of oil extraction in Timano-Pechorsk and other oil&gas-productive regions to the new port in Primorsk town on the shore of the gulf on Finland of the Baltic sea, named the Baltic Pipeline System.
Construction of gas pipelines is ongoing, including Sakhalin-Komsomolsk-on-Amur-Khabarovsk, from Sobolevsk region to Petropavlovsk-Kamchatsky, etc.
In coal industry new capacities were introduced: over 4,35 mln tons of coal extraction and 11 mln tons of coal treatment.
In electrical energy industry construction of Ust’-Srednekansk hydro-electric power station, as well as other installations is ongoing. A new power generating unit #1 (450 mW) was put into operation at Kaliningrad thermal power plant -2 in October 2005.
The fourth power generating unit (335 mW) of Burejsk hydro-electric power station was put into operation. All construction&assembly works were completed for Yakutsk state district power plant, which was put into operation.
A large volume of preparatory activities for flooding zones of hydro-electric power stations was done.
Further developments:
By 2005 the then ongoing federal target program “Energy-efficient Economy” was evaluated as non-efficient and its fundamental revision was deemed necessary. In June 2005 the Ministry for Economic Development proposed to terminate the target program as it was.
In 2005 preparation started of a new targeted program (2007-2010) for economy’s energy efficiency by an interagency working group, which included Russian Ministry of Energy, Russian Ministry for Economic Development, Russian State Corporation for Atomic Energy, Russia’s federal energy agency and experts. The funding for the new program was linked the achievement of national priorities by state program owners — Russian ministries and agencies.
