I. General information
What is the type of the document?
:
Programme

Country:

Title of the programme/strategy:
Energy Efficiency Program

Title of the programme/strategy:
Energy Efficiency Program

Keywords:

Overview:
The Energy Efficiency Program aims to develop energy efficiency technology especially, energy usage in industrial and building sectors. The activities in this program will consist of research, engineering development, technology transfer and development of testing infrastructure through the funded projects.

Background and rationale:
"Thailand is a developing country, and the economy is still growing. At the same time, Thailand's Energy Elasticity (Ratio of energy growth. rate to GDP growth) is more than 1:1. This will affect the growth of GDP. So the government has set the target to reduce this index. The Energy Efficiency program under NSTDA so aim to deliver energy efficiency measure developed by research mechanism. "

II. Detailed information
Start date
:
01/10/2008

Expected end date:

Research policy priorities targeted:

Additional remarks:
Improving R&D co-operation between public and private sectors in order to transfer technologies that can promptly be applied to business or industries.

Relation to other programmes/strategies:
It is closely related to the Environmetal Friendly Tecnology Programme. In some cases, projects under the mentioned programme such as Clean Technology project transfer technology that results from the initial ideas in the Energy Efficiency Programme.

The programme/strategy was inspired by:

Additional remarks:
Energy Crisis: shortage of oil and fossil fuel. Global warming crisis.

Geographic coverage:
Thailand

Target group(s):

Additional remarks:
Industries with high energy consumption with high potential for improvement, Buildings & Houses, Higher education institutions and other non-profit research organisations.

Research themes and disciplines of research targeted:
Efficiency energy usage in household equipments, office equipments, and industrial equipments and processes.

Target fields:

Additional remarks:
also "industry"

Overall implementation structure of the programme/strategy:
Overall structure of research implementation consists of RDDE (Research Development Design and Engineering), Infrastructure improvement, and Tecnnology transfer.

Management structure:
Manage by a program director, with the assistance provided by a project analyst. The comments and assessments from experts and relevant committee are taken into account in order to push the projects and program forward.

Selection of projects:
Selection method consists of step 1:review by experts, step 2: review by technical committee, and step 3:review by cluster committee. Only the high cost projects need to be reviewed by all of these steps, the lower ones need to take only first two steps.

Openness to other countries:
no

Mode of funding:

Additional remarks:
Disburse twice a year in accordance with the budget plan of projects directly to researchers' affiliated institutes.

Co-financing sources:
Private sectors (Since the programme is in its initial state, there is no co-financing project now)

Eligible costs:

Additional remarks:
Staff cost, travel cost, equipment and supplies, material cost , service cost, etc.

Overall budget of the programme:
about 10 MB in year 1

III. Results, Evaluation and Impact
Measurement of outcomes
:
Yes

Programme evaluation:

Additional remarks:
indicators: Prototypes of technologiesand equipments. Technologies transfer to industries. Impact of project in term of money, environmental impact, resource retained, publications, etc. details: Field prototypes or industrial prototypes are preferable tot lab scaleones because of the immediate impact to industries. Impact in term of money, environmental impact or resource retained are desirable but difficult to assess. Program is monitored and guided by a Cluster Committee in scoping field research, the progress of activities and budget.
